Wilmington and New Hanover County steps

Local offices change forms and fees. Use the official links and call the office if anything is unclear.

1. Assumed business name (DBA) at the New Hanover County Register of Deeds

If you'll operate under a name other than your legal name, record an assumed business name certificate with the Register of Deeds. New Hanover County charges $26 to record it, offers e-filing, and adds your filing to the statewide database at the NC Secretary of State. Questions: Register of Deeds, 910-798-7711.

2. Zoning and home occupations (City of Wilmington)

Inside city limits, every new use, change of use, or reuse of a space vacant for more than 180 days needs a zoning permit. A home occupation is one of the city's specific use permits. Applications go through the city's online Development & Permitting Services portal, and the city lists $25 for most zoning compliance permits; confirm the fee for your use. The city warns that it never asks for payment by wire transfer, so treat an emailed invoice asking for a wire as a scam. Zoning questions: 910-254-0900. If your address is in unincorporated New Hanover County or another town (such as Wrightsville Beach, Carolina Beach or Kure Beach), that government's planning office handles zoning instead.

3. Business license? Not a general one

The city's finance page says that since July 1, 2015, North Carolina cities can't charge a business privilege license tax except for beer, wine and taxicabs. The city's use-permit page still mentions contacting Collections about a business license after your zoning permit, so if you sell beer or wine, run a vehicle for hire, or aren't sure, call the Privilege License office at 910-342-2742.

4. Business personal property listing (New Hanover County, due January 31)

Businesses list their business personal property (machinery, computer and office equipment, furniture, supplies and similar) with the county Tax Office every year from January 1 to January 31. A 10% late-listing penalty applies after January 31 (if it falls on a weekend, the next business day). Returning filers can list online at tax.nhcgov.com/listing; first-time filers contact the Listings Department (listings@nhcgov.com, 910-798-7300) or send in the paper form.
